MODEX in Italy, Arcevia

The first medical EU Module Exercise in the framework of Union Civil Protection Mechanism took place from 9 till 12 October 2015 in the area of the municipality of Arcevia, Regione Marche, Italy.

Three Advanced Medical Post’s from Estonia, France and Spain, a skeleton medical team from Romania, the Technical Assistance and Support Team from Latvia / Lithuania as well as a Union Civil Protection Expert Team exercised the medical response in the earthquake affected virtual European country ‘Modulistan’ under coordination of the World Health Organization. ‘Modulistan’ was played as not being a member state but a candidate county of European Union.

In first day after establishing contacts with EUCPT, our team set up RDC and together with EUCPT expect first arrived teams, further LL TAST team activities were coordinated by EUCPT.

After inspection of few possible places for BoO in late evening LLTAST established OSOCC  and installed communication equipment (satellite modems, 4G modems, radio), a work space, meeting room, lounge, sanitary facilities, kitchen with dining room  where three times a day were served a warm meal. During the night work in base camp was organized in shifts of two people changes every 2 hours. During day LLTAST supported EUCPT in office, transport and also for an assessment.

Overall, in total a number of 400 responders, local role-players, trainers and exercise staff contributed to the success of this exercise.

LL TAST team carried out tasks in accordance with their Standard Operational procedures and team gained a lot of experience especially working in bad weather conditions – heavy rain and wind tested equipment and showed what must be improved.
